I installed Debian-Woody-3.0r1, kernel 2.4.21, CUPS 1.1.14(?)

As described in CUPS'-HOWTO "lpadmin" seems to be the main administration tool used on command line.
I cannot find lpadmin neither on my PC nor on the www.debian.org package sites.

Is lpadmin part of CUPS or LPD/LPR or LPRng or.....?
Can somebody say me where I get lpadmin from??
